I would assume a fair market value. An appraisal may be requested.

I would say where ever you get the frame, use that for your receite, Maybe i`m wrong but here is the way I feel EXAMPLE: You buy a VW frame, put a dune buggy body on it, its still a VW That is an interersting thought, run that one by your insurance agent, or let Black Caddy check on it. From what I know: If you register a dune buggy as a VW, and are involved in an accident, cause property damage and injury, your insurance agent is off the hook because you misrepresented the vehicle because they insured a VW and not a dune buggy. Of course most insurance companies WILL NOT insure a homemade vehicle to begin with, or some will write it and cancel you within a month as the lions share of the premium applies to the first two or three months of the policy period. How do I know this? Once had a dune buggy, Corvair powered. My agent knew me and told me what would happen if I insured it as a Corvair or VW...............so had to go the homemade route. And you cannot get it inspected for safety at a normal inspection station, I beleive there is only one in this area...................

If the dmv goes by the same rule for cars as motorcycles then it is the frame=car (vw frame= vw car). many of my dads friends built bikes out of 60's-70's frames, and even with new parts they still have a 60's or 70's Yamaha or whatever frame you use due to the serial # on the frame. If you use an aftermarket/custom frame you usually engrave a given Vin/serial #. Thats motorcycles, and with NYSDMV, It's probably completely different for cars.
