I think there is a suction system there that sucks the fumes out through the floor. If you look closely, you can see the grates in the floor. Talk about the hot setup! You're correct though, in this day and age the workers would prolly have to wear a respirator anyhow. I wouldn't mind painting cars for a living in an awesome paint booth like that one (with a respirator of course.....I have athesma)

OSHA would have a field day at that place, lol yeah I see they must suck fumes at bottom, but flumes tend to rise toward the top
